摘要
高校开展干部培训是党和国家完善新时代干部培训体系的重大举措,是服务干部成长的重要抓手。目前,高校干部培训存在管理体制不健全、培训定位模糊、办学条件不足、教学质量不高和市场化运作困难等问题。为此,高校应加强顶层设计、明确发展目标、完善管理体制和提升人员素质;开发国家战略、区位特色和学校特色培训课程;整合培训资源,协调政府资源、师资资源与后勤保障资源;完善培训流程,加强项目设计、教学实施和质量监控;执行国家政策,统筹办学行为,发挥市场机制作用。
Colleges and universities carry out cadre training is a major measure for the CPC and the country to improve the cadre training system in the new era,an important starting point for serving the growth of cadres,and an objective requirement for utilizing the educational resources of colleges and universities.At present,there are some problems in the cadre training in colleges and universities,such as the management system is not smooth,the training orientation is vague,the conditions for running a school are insufficient,the teaching quality is not high,and the market-oriented operation is difficult.Therefore,colleges and universities should strengthen the top-level design,clarify the development objectives,improve the management system and improve the quality of personnel;connect training needs,develop training courses with national strategy,regional characteristics and school characteristics;integrate training resources,coordinate government resources,teachers resources and logistics support resources;improve the training process,strengthen the project design,teaching implementation and quality monitoring;implement the national policies,coordinate the school-running behavior,market mechanism and financial management.
