构建中国的全球气候治理话语权的三重向度

气候变化是人类面临的最严峻挑战之一,以国际合作应对气候变化是国际社会的唯一正确选择。构建中国的全球气候治理话语权,既是提升中国引领全球气候治理能力的必然要求,也是“形成与我国综合国力和国际地位相匹配的国际话语权”在全球气候治理领域的具体体现。构建中国的全球气候治理话语权是一项复杂的系统工程,必须在道义性话语权、制度性话语权和传播性话语权三个向度进行综合构建,彰显出中国的国际道义引领能力、机制建设引领能力和国际气候传播引领能力,以此凝聚国际共识,汇聚全球合力,为全球气候治理贡献中国智慧和中国方案,努力构建公平合理、合作共赢的全球气候治理体系。

Climate change is one of the most severe challenges facing humanity.International cooperation to address it is the only correct choice for the international community.Building China's global climate governance discourse power is not only an natural requirement to enhance China's leadership in global climate governance,but also a specific manifestation in the field of global climate governance to“strengthen China's voice in international affairs so it is commensurate with our composite national strength and international status”.Building China's discourse power in global climate governance is a complex system project,which must be comprehensively constructed in the three dimensions of moral discourse power,institutional discourse power and communicative discourse power,highlighting China's international moral leadership,mechanism construction leadership and international climate communication leadership.By this discourse power,we can condense international consensus and gather global efforts,contribute more Chinese insight,better Chinese input to global climate governance,and strive to construct a fair and rational global climate governance system for win-win results.
