摘要
鼓励土地适度规模经营,完善土地流转市场建设,加快农业现代化具有重要的现实意义和理论意义,但现实生活中却出现大量土地零租金流转现象的影响机制值得深入探究。基于2018年中国家庭追踪调查数据(CFPS)中3690户土地流转数据,分析了家庭人口禀赋视角下的土地零租金流转的现象及其影响因素。研究发现,家庭人口数量对土地无偿流转存在显著的正向作用,人情关系网络、经历过拆迁和住房出租的对土地的依赖性逐渐降低,种子农药化肥等农资支出也促使农户无偿流转土地给转入方经营,主要归咎于土地产权安全的考虑。建议加强农业基础设施和农业社会化服务体系建设;支持农业保险和担保向适度规模经营主体倾斜;培育土地流转中介市场,构建土地流转定价机制;鼓励土地承包经营权的自愿有偿退出。
It is of great practical and theoretical significance to encourage the appropriate scale operation of land,improve the construction of land transfer market,and speed up agricultural modernization.However,the impact mechanism of a large number of zero rent land transfer phenomena in real life is worthy of in-depth exploration.Based on the data of 3690 households’land transfer in the 2018 China household tracking survey(CFPS),this paper analyzes the phenomenon of land zero rent transfer and its influencing factors from the perspective of family demographic endowment.The study found that the number of household population has a significant positive effect on the free transfer of land,the human relationship network,the dependence on land that has experienced demolition and housing rental have gradually decreased,and the expenditure on agricultural materials such as seeds,pesticides and fertilizers has also prompted farmers to transfer their land to the transferee for free,mainly due to the consideration of land property security.It is proposed to strengthen the construction of agricultural infrastructure and agricultural socialized service system;support agricultural insurance and guarantee to give preference to appropriate scale business entities;cultivate the intermediary market of land circulation and construct the pricing mechanism of land circulation;encourage the voluntary and paid withdrawal of the right to land contractual management.
