三个“新发展”下咸宁市中国桂花城传承创新发展研究

Research on the Inheritance,Innovation and High-Quality Development of Chinese Osmanthus City in Xianning under Three“New Developments”

咸宁市是全球桂花五大传统主产区之一、中国桂花之乡,正在全域建设“中国桂花城”。介绍咸宁市桂花产业概况,并从传统知识、生物遗传资源、植物新品种、专利、地理标志、商标等方面研究产业知识产权资源,分析咸宁市中国桂花城知识产权保护与传承创新存在的八点主要问题,提出把握新发展阶段,传承创新发展桂花传统产业;贯彻新发展理念,推动桂花产业高质量发展;开拓国内外市场,构建桂花产业新发展格局等建议。

Xianning City is one of the five traditional osmanthus producing areas in the world and the hometown of osmanthus in China,and is building the“Chinese Osmanthus City”in the whole region.This paper introduces the general situation of the osmanthus industry in the city,studies the intellectual property resources of the industry from the aspects of traditional knowledge,biological genetic resources,new plant varieties,patents,geographical indications,trademarks,etc.There are eight main problems in intellectual property protection and inheritance and innovation of China Osmanthus City,and proposes to grasp the new development stage,inheritance and innovation development of osmanthus traditional industry,to implement the new development concept,promote the high-quality development of osmanthus industry,to develop domestic and foreign market,construct new development pattern of osmanthus industry and other constructive suggestion.
