城市层级、融资能力与都市圈协同发展--基于空间政治经济学的视角

City Administrative Hierarchy,Financing Capacity and Coordinated Development of Metropolitan Area:An Empirical Study from the Perspective of Spatial Political Economics

空间政治经济学聚焦讨论了与城市发展和平衡相关的议题,但少有研究聚焦城市层级对城市发展及空间失衡的影响。以城市基础设施建设为例,实证检验发现:中国城市在发展扩张过程中,融资能力呈现出鲜明的行政层级差异,且这种差异随着时间的推移而不断扩大,并展现出区域异质性。具体而言,城市因行政层级带来的融资优势,在东部最小,中西部次之,东北地区则最为显著,呈现出内陆地区省会城市一枝独秀的发展格局。与此同时,中央平衡发展政策减少了东西融资差距,弥补了部分落后城市的融资劣势;高行政层级城市的空间溢出效应也得到了经验支持;在长三角与珠三角的城市群一体化区域,城市因区域协同发展效应,更易具有融资优势。因此,为提升城市发展的空间效率和可持续性,应在既有的纵向支持体系下,通过设计顶层政策支撑,逐步建立以高行政层级为中心的城市间横向支持体系,最终实现都市圈的协同发展与共赢。

Space political economy has focused on discussing issues related to urban development and balance,but few studies have targeted to the impact of city administrative hierarchy on urban development and spatial imbalance.Taking urban infrastructure construction as an example,this empirical test finds that in China’s urban expansion,the financing capabilities varies depending on the city’s administrative hierarchy,and such discrepancy expands over time and exhibits regional heterogeneity.Specifically,the financing advantages brought by administrative hierarchy weigh lest in China’s eastern region,followed by the central and western regions,and weighs most in the northeast,presenting a unique pattern of inland provincial capital cities standing out.At the same time,the central balanced development policy has reduced the financing gap between China’s east and west,making up for the financing disadvantages of some backward cities;the spatial spillover effect of high administrative level cities has also received empirical support;in the integrated urban agglomeration region of the Yangtze River Delta and Pearl River Delta,cities are more likely to bear financing advantages due to the regional coordinated development.Therefore,in order to improve the spatial efficiency and sustainability of urban development,we should gradually establish a horizontal inter-city support system centered on high administrative hierarchy under the existing vertical support system and through the design of top-level policy support,so as to finally realize the coordinated development and win-win situation of metropolitan area.
