Compliance Governance in Higher Education:Key Points and Risk Prevention

加强高校合规治理是贯彻落实党的二十大精神、坚持和完善中国特色社会主义教育制度体系的基本要求,也是全面推进依法治教、依法办学、依法治校进而实现高等学校治理体系和治理能力现代化的必由之路。当前,高校治理过程中存在着行政、民事、刑事等诸多风险点。为此,应当充分运用现代企业合规理论,构建高校合规思维,树立全面风险管控意识,针对高校合规治理不同风险点特征,进一步完善高校合规治理组织架构,做好校园突发事件及负面信息的合规应对,加强合规治理组织保障,构建校园法治文化,不断提升高校法治化水平,持续有力助推中国式现代化建设。

Advancing compliance governance in universities is a fundamental requirement for implementing the spirit of the 20th National Congress of the Communist Party of China,adhering to and improving the Chinese socialist education system,and achieving modernization of the governance system and governance capacity of higher education institutions by comprehensively promoting the rule of law in education,administration,and management.Currently,there are numerous risk points in the governance process of universities,including administrative,civil,and criminal risks.To address these risks,modern compliance theory should be fully utilized to establish a compliance mindset in universities,promote comprehensive risk control awareness,and further improve the organizational structure of compliance governance in universities.Efforts should also be made to handle sudden incidents and negative information with compliance,strengthen organizational guarantees for compliance governance,build a legal culture on campus,continuously enhance the level of legal compliance in universities,and provide continuous and strong support for the construction of Chinese-style modern higher education.
