乡村教育精准治理的内涵阐释、作用逻辑及实现策略

Connotational Explanation,Functional Logic and Realizational Strategy of Accurate Governance of Rural Education

乡村教育精准治理是推进教育治理现代化的重要举措。受国家治理逻辑历史演变的影响,乡村教育治理的地位获得从“边缘冷落”到“中心认同”的凸显;乡村教育治理的思路迎来从“无的放矢”到“循证下药”的转变。通过将数字下乡作为技术支撑、靶向识别作为核心枢轴、在地链接作为价值承诺,阐释乡村教育精准治理的完整内涵。在此基础上,乡村教育精准治理的作用逻辑表现为弥合城市主义的治理理念与乡村教育自身需求的断层;避免行政发包的治理机制对乡村教育实际状况的悬浮;疏浚量化考核的治理方式与乡村教育伦理基础的脱嵌。为此,实现乡村教育精准治理的有效策略在于,精准厘定治理理念,探索乡村教育治理现代化的理论体系;精准盘活治理机制,夯实乡村教育治理共同体的整体建设;精准把握治理方式,寻求形式与实质合理性的有机融合。

The accurate governance of rural education is an important measure to promote the modernization of educational governance.Affected by the historical evolution of the logic of national governance,the status of rural education governance has been highlighted from"Marginal neglect"to"Central identity";The thinking of rural education governance is changing from"Aimless"to"Evidence-based medicine"'.By taking the rural digitalization as a techincal support,the targeted identification as a core pivot and the local link as a value commitment,the whole connotation of rural education precision governance is explained.On this basis,the functional logic of the precise governance of rural education is shown to bridge the gap between the urbanism governance idea and the demand of rural education;to avoid the suspension of the administrative contract-issuing mechanism on the actual situation of rural education;and to unblock the disconnection between the governance of quantitative assessment of dredging and the disengagement of the ethical basis of rural education.Therefore,the effective strategy to realize the accurate governance of rural education is to precisely define the concept of governance,explore the theoretical system of the modernization of rural education governance,precisely enliven the governance mechanism,and to tamp down the whole construction of rural education governance community,so as to grasp the governance precisely and to seek the organic integration of form and substance rationality.
