新时期珠江三角洲洪潮防御思考与建议

Consideration and suggestions of flood tide defense in the Pearl River Delta in the new era

近年来,受全球气候变化和区域人类活动影响,洪水、风暴潮等灾害频发,威胁滨海城市水安全。在系统梳理珠江三角洲防洪(潮)现状基础上,剖析了珠江三角洲洪潮防御面临工程体系尚不完善、堤防设防标准较低、风险应对能力不足等问题,针对珠江三角洲来沙锐减、河道下切、洪水归槽、潮汐动力增强、风暴潮加剧等新形势新问题新挑战,提出针对性对策与建议,为提升珠江三角洲洪潮防御能力、保障区域水安全提供参考。

In recent years,affected by global climate change and regional human activities,floods,storm surge and other disasters occur frequently that threaten water security of coastal cities.On the basis of systematic review of current practices of flood(tide)control in the Pearl River Delta,problems are examined,such as imperfect structural system,low standard of dykes and embankments,and low capacity for risk response.Regarding new challenges of decrease of incoming sand,river cutting,flood channeling,increased tidal power,and intensified storm surge in the Pearl River Delta,measures and suggestions are made to enhance the capacity for flood tide defense and safeguard regional water security.
