乡村振兴背景下数字化治理平台的发展困境与路径--以河源市埔前镇“粤治美”平台为例

Study on the Dilemma and Path of Digital Governance Platform in the Context of Rural Revitalization--Take the Platform of“Yuezhimei”in Puqian Town,Heyuan City as an Example

乡村治理是国家治理的基石,推进国家治理体系和治理能力现代化,须先补齐乡村治理的短板。本文以广东省河源市埔前镇“粤治美”数字治理平台的构建与运作为典型案例,基于河源市埔前镇乡村数字治理现状,分析了“粤治美”平台赋能乡村数字治理的运行机制,发现其治理过程中存在村民数字素养有待提高、数字化渗透程度滞后于平台迭代、平台治理工作队伍建设落后、数字化治理平台缺乏长效机制等发展困境,提出了加强数字技能培育和应用、提高村民对平台的认知程度、加强专业人才队伍建设、健全平台管理运营机制等优化路径建议。

Rural governance is the cornerstone of national governance.To promote the modernization of the national governance system and governance capacity,it is necessary to make up for the shortcomings of rural governance.Accordingly,this paper analyzes the operation mechanism of the“Yuezhimei”platform in Puqian Town,Heyuan City,Guangdong Province,and finds that there are issues that need to be addressed.For instance,the insufficient digital literacy of villagers,digital penetration lags behind the platform iteration,and the construction of governance team is lagging behind,as well as the lack of long-term mechanisms.Based on this,optimization paths have been pointed out,including strengthening the cultivation and application of digital skills,enhancing villagers’awareness of the platform,bolstering the construction of professional teams,and perfecting platform management and operation mechanisms.
