摘要
由于学生过重作业负担、户外活动时间减少,近视患病率呈现快速增长、低龄化趋势。尤其在新冠疫情发生之后,儿童青少年居家学习生活、户外活动减少,线上学习、电子产品使用增多,给儿童青少年近视防控工作带来了巨大的挑战。“双减”政策为《综合防控儿童青少年近视实施方案》落实“增加户外活动,减少学业压力”的举措提供了政策支持。在此背景下,天津市教委指导天津市中小学生视力健康管理中心建立天津市中小学生视力健康信息平台,统筹管理全市中小学生眼健康数据,高效高质量实现视力健康的动态监测,实现政府投入普查和家校协同联动的共同防控模式,也为“双减”政策的执行提供了监测路径,为推动“双减”工作落细落实,取得成效提供积极数据支持。
Due to students’excessive homework burden and reduced outdoor activity time,the prevalence of myopia showed a rapid growth and a trend of younger age.Especially after the outbreak of the COVID-19,children and adolescents have reduced their home life,learning time,and outdoor activities,meanwhile increased the use of online learning and electronic products,which has brought great challenges to the prevention and control of myopia among children and adolescents.The“double reduction”policy provides policy support for the implementation of the“Increase Outdoor Activities and Reduce Academic Pressure”in the Implementation Plan for Comprehensive Prevention and Control of Myopia in Children and Adolescents.In this context,the Tianjin Municipal Education Commission guided the Tianjin Primary and Secondary School Students Vision Health Management Center to establish a vision health information platform for primary and secondary school students in Tianjin,coordinate and manage the eye health data of primary and secondary school students in the city,achieve dynamic monitoring of vision health with high efficiency and high quality,realize the common prevention and control model of government investment census and home-school cooperation,and also provide a monitoring path for the implementation of the“double reduction”policy,and provide positive data support for promoting the detailed implementation of the“double reduction”policy.
