广西现代农业产业园的联农带农模式研究

Study on the Agricultural Mode of“Contact Farmers and Promote Farmers”in Guangxi Modern Agricultural Industrial Park

现代农业产业园建设被视为新时期引领农业高质量发展、全面贯彻落实乡村振兴战略的重要抓手,不仅承担了示范带动农业现代化发展的重要使命,也承载着探索完善联动带农机制、让农民更多分享产业增值收益的重点任务。基于近年来广西国家现代农业产业园建设实践,汇总提炼园区内形成的7种联农带农典型模式,归纳分析其实现路径和运作机制,挖掘存在问题,提出结紧经营主体联农带农纽带、搭建返乡创业和就近就地就业平台、探索农业社会化服务多种实现形式、密切产销对接确保农民收益、强化金融供给和农业保险保障等五个优化机制的对策建议。

The construction of modern agricultural industrial parks is regarded as an important starting point to lead the high-quality development of agriculture and fully implement the strategy of rural revitalization in the new era.It not only undertakes the important mission of demonstrating and driving the development of agricultural modernization,but also carries the key task of exploring and improving the linkage mechanism of agriculture and allowing farmers to share more industrial value-added benefits.Based on the construction practice of Guangxi National Modern Agricultural Industrial Park in recent years,this paper summarizes and refines seven typical models of“Contact Farmers and Promote Farmers”in the park,summarizes and analyzes its realization path and operation mechanism,excavates the existing issues,and puts forward five countermeasures and suggestions for optimizing the mechanism,such as tightening the link of business entities and“Contact Farmers and Promote Farmers”,building a platform for local farmers returning home to start a business and nearby employment,exploring various forms of agricultural social services,closely connecting production and marketing to ensure farmers’income,strengthening financial supply and agricultural insurance guarantee.
