The global COVID-19 pandemic has accelerated the evolution of global cities to version 3.0,characterized by diversity,specialization,and innovation,with a profound and far-reaching impact on their growth trajectory.In response to the pandemic's impact,Singapore rapidly adjusted its national innovation development strategy.The Research,Innovation,and Enterprise 2025 Plan(RIE2025),released at the end of 2020,significantly revised Singapore's national innovation development strategy's conceptual,model,and path,strengthening its strategic position as a global innovation hub while enhancing the city's ability to respond to uncertainty.The strategy emphasizes the need for technological innovation to enhance economic resilience and agility,benefit its people,significantly improve residents'quality of life,and focus on enhancing R&D capabilities in the basic science field,strengthening high-level platforms,attracting top global talent,and strengthening global research and development cooperation networks.Singapore's significant adjustment to its science and technology innovation strategy provides a direction and specific measures for China's global urban planning for long-term development and enhanced risk resistance.
