相对贫困的解决是实现共同富裕的必由之路,而构建适宜的相对贫困测度指标体系和标准是解决相对贫困的基础和依据。依据杭州现实和共同富裕展望,借鉴相对贫困的理论和实践,本文探讨了相对贫困的内涵及其指标体系构建的原则。在此基础上构建了多维度相对贫困测度指标体系及其度量公式,为城乡统筹兜底精准度量和有效解决提供理论依据和实践指向,并促进共同富裕的实现。

The solution to relative poverty is the only way to achieve Common prosperity,and the construction of an appropriate index system and standard for measuring relative poverty is the basis and basis for solving relative poverty.Based on the reality of Hangzhou and the prospect of Common prosperity,and drawing on the theory and practice of relative poverty,this paper discusses the connotation of relative poverty and the principles of constructing its indicator system.On this basis,the multi-dimensional relative poverty measurement index system and its measurement formula are constructed to provide theoretical basis and practical direction for accurate measurement and effective solution of urban and rural planning,and promote the realization of Common prosperity.
