辽宁省县域财政和金融的扶助政策与产业发展

Supporting Policies and Industrial Development of County Finance and Finance in Liaoning Province

本文通过运用辽宁省2016年至2020年的县域经济统计数据,分析县域的第一产业和第二产业占比对居民财富、金融活跃程度及当地财政净支出的影响。数据的实证结果表明:第二产业占比对当地的居民财富有正面影响,而第一产业占比高对当地金融活跃程度有抑制作用。第一产业占比对于当地的财政净支出有正向影响,增加了当地的财政负担。而第二产业占比对于当地的财政净支出有负向影响,减轻了当地的财政支出负担。通过前述数据分析,得出了辽宁省内第一产业的农户对财政补助的依赖相对较高,而市场化的金融手段并没有发挥惠农助农的应有作用。针对这一结果,通过金融市场及金融机构的理论,对如何有效运用金融手段助农惠农提出了一些促进区域经济发展的政策建议。

This article analyzes the impact of the proportion of primary and secondary industries in counties on residents'wealth,financial activity,and local fiscal net expenditure by using county-level economic statistical data from 2016 to 2020 in Liaoning Province.The empirical results of the data indicate that the proportion of the secondary industry has a positive impact on the wealth of local residents,while a high proportion of the primary industry has a inhibitory effect on the level of local financial activity.The proportion of the primary industry has a positive impact on the local net fiscal expenditure,increasing the local financial burden.The proportion of the secondary industry has a negative impact on the local net fiscal expenditure,reducing the burden of local fiscal expenditure.Through the aforementioned data analysis,it is concluded that farmers in the primary industry in Liaoning Province rely relatively high on financial subsidies,while market-oriented financial means have not played their due role in benefiting and assisting farmers.Based on the theories of financial markets and institutions,some policy recommendations have been put forward on how to effectively use financial means to assist and benefit farmers in promoting regional economic development.
