生态文明视角下资源型城市绿色发展研究——以阳泉市为例

Research on the Green Development of Resource-based Cities from the Perspective of Ecological Civilization——Taking Yangquan City as an Example

随着经济的发展和资源的开采,资源型城市面临资源枯竭的难题,解决这一难题的唯一出路就是绿色转型。本文在综述学者研究的基础上,整理国家政策文件,分析资源型城市转型中存在的痛点问题:城市管理者管理意识不足,存在懒散思想;产业结构单一,对资源产业依赖性大;人才流失,高技术人才缺乏;生态环境恶化,治理难度大。以阳泉市为例,分析阳泉市现状及绿色转型阶段性成效。提出生态文明视角下资源型城市今后仍需努力的方向:提高认识,成立专门的转型机构;继续推进“智慧+”,促进产业优化升级;加大资金支持,积极引进人才;践行绿色发展理念,加强生态文明建设。

With the development of economy and the exploitation of resources,resource-based cities are facing the problem of resource depletion.The only way to solve this problem is green transformation.On the basis of summarizing scholars'research,this article organizes national policy documents and analyzes the pain points and problems in the transformation of resource-based cities:insufficient management awareness and lazy thinking among urban managers;Single industrial structure and high dependence on resource industries;Brain drain and lack of high-tech talents;The ecological environment has deteriorated,making governance difficult.Taking Yangquan City as an example,analyze the current situation and phased achievements of green transformation in Yangquan City.Propose directions for future efforts in resource-based cities from the perspective of ecological civilization:raise awareness and establish specialized transformation institutions;Continue to promote“smart+”and promote industrial optimization and upgrading;Increase financial support and actively introduce talents;Practice the concept of green development and strengthen the construction of ecological civilization.
