黄河流域河南段生态保护和高质量发展评价研究

Evaluation of Ecological Protection and High⁃Quality Development Level in Henan Section of the Yellow River Basin

为给黄河流域河南段生态保护和高质量发展的战略需求与实现路径研判提供参考,在剖析生态保护和高质量发展关系及幸福河湖内涵的基础上,从经济高质量发展、社会高质量发展、环境高质量发展3个维度,构建黄河流域河南段生态保护和高质量发展评价指标体系,运用专家赋分法确定各指标权重,采用综合评价模型对2019年黄河流域河南段8个地级市生态保护和高质量发展水平进行测度分析。结果表明:黄河流域河南段生态保护和高质量发展整体为中等水平,还有较大提升空间;在经济、社会、环境3个维度高质量发展评价分值中,经济高质量发展平均为60.50分、环境高质量发展平均为67.28分、社会高质量发展平均为74.96分。总体上黄河流域河南段生态保护对经济、社会高质量发展的支撑不够,从水战略角度提出了采取工程措施、非工程措施支撑生态保护和高质量发展的建议。

In order to provide reference for the strategic needs and realization paths of ecological protection and high⁃quality development in the Henan section of the Yellow River Basin,based on the analysis of the relationship between ecological protection and high⁃quality develop⁃ment and their internal relationship with happiness rivers and lakes,the evaluation index system of ecological protection and high⁃quality de⁃velopment was constructed from three dimensions of high⁃quality economic development,high⁃quality social development and high⁃quality en⁃vironmental development.The expert scoring method was used to determine the index weight,and a comprehensive evaluation model was used to measure and analyze the ecological protection and high⁃quality development level of the 8 provincial cities in Henan section of the Yellow River Basin in 2019.The results show that the overall level of ecological protection and high⁃quality development in the region is medium,and there is a large space for improvement.In the evaluation of high⁃quality development in the three dimensions of economy,society and en⁃vironment,the average score of high⁃quality economic development is 60.50,the average score of high⁃quality environmental development is 67.28,and the average score of high⁃quality social development is 74.96.In general,the ecological protection of the Henan section of the Yellow River Basin does not support the high⁃quality economic and social development enough.The strategies of regional ecological protection and high⁃quality development have been put forward from the perspective of water strategy support.
