摘要
为厘清近年来南水北调中线水源涵养区(河南段)生态功能与经济社会高质量发展的关系,依据遥感资料与水资源、环境、社会经济统计数据,参照《生态环境状况评价技术规范》(HJ 192-2015),构建生态功能和高质量发展评价指标体系,采用耦合协调度模型分析2014-2018年水源涵养区(河南段)生态功能和高质量发展趋势及耦合协调特征。结果表明:2014-2018年水源涵养区(河南段)6县(市)原始生态功能指数均呈增大趋势,增幅范围为1.04~8.07,对于标准化后的生态功能指数,除淅川县和邓州市整体表现为增大外,其他区域均表现为略微减小;6县(市)高质量发展极不均衡,邓州市经济基础好、发展快,历年高质量发展指数均高于0.650,卢氏县发展平稳但水平较低,2018年高质量发展指数最小,为0.094,与邓州市差距明显;6县(市)生态功能与高质量发展耦合协调水平差别较大,西峡县为优质协调,栾川县、内乡县和淅川县为良好协调,邓州市和卢氏县为中度失调。
In order to clarify the relationship between high quality socio⁃economic development and ecological function of water conservation area(Henan section)in the Middle Route of South⁃to⁃North Water Transfer Project in recent years,an evaluation index system for ecological function and high⁃quality development was established according to the Technical Specifications for the Evaluation of Ecological Environment(HJ 192-2015)and combining remote sensing,water resources,environmental and social statistics,the coupling coordination degree model was used to analyze the ecological function and high⁃quality development trend and the coupling coordination characteristics of the water con⁃servation area(Henan section)from 2014 to 2018.The results show that the original ecological function index of 6 counties or cities in the water conservation area(Henan section)shows an upward trend from 2014 to 2018,with an increase range from 1.04 to 8.07,the standard⁃ized ecological function index of other regions shows a slight decrease except for that of Xichuan County and Dengzhou City which shows an increase trend.The high⁃quality development of 6 counties or cities is extremely uneven,the high⁃quality development index of Dengzhou City is higher than 0.650 over the years,which presents an obvious good foundation and rapid development.Lushi County has developed steadily but at a lower level,and its high⁃quality development index is 0.094,which is the smallest in 2018 and the gap with Dengzhou City is obvi⁃ous.The coupling and coordination level types of ecological functions and high⁃quality development among six counties or cities are signifi⁃cantly different.Xixia County is of high⁃quality coordinated development,Luanchuan County,Neixiang County and Xichuan County are good coordinated development,Dengzhou City and Lushi County are both moderate imbalance development.
