湖北省科技创新券政策研究

Research on the Policy of Science and Technology Innovation Voucher in Hubei Province

湖北省政府为了推动科技型中小企业创新发展,解决科技资源、研发资金不足等问题,2022年开始实施科技创新券政策,符合要求的企业均能享受到该政策的红利,试行半年已取得一些成效。本文通过探讨创新券的作用机制,研究湖北创新券的政策内容及实施现状,结合其他地区的经验,分析湖北创新券政策存在的问题,并提出优化建议,希望能助力企业获取资金支持,实现科技成果转化。

In order to promote the innovation and development of science and technology-based small and me⁃dium-sized enterprises and solve the problems of lack of scientific and technological resources and R&D funds,the Hubei provincial government began to implement the scientific and technological innovation vouch⁃er policy in 2022,and all enterprises that meet the requirements can enjoy the dividend of this policy.the trial for half a year has achieved some results.By discussing the function mechanism of innovation coupon,this paper studies the policy content and implementation status of Hubei innovation voucher,combined with the experience of other regions,analyzes the existing problems of Hubei innovation voucher policy,and puts forward optimization suggestions.It is hoped that it can help enterprises to obtain financial support and realize the transformation of scientific and technological achievements.
