退役军人大学生全生命周期创新人才培养模式研究——以温州为例

A study on the Training Mode of the Whole Life Cycle Innovative Talents of Retired Military College Students——Take Wenzhou as an Example

从2019年国家对退役军人大学生百万扩招政策的出台,到2020年教育部出台扩大退役军人专项研究生招生政策,再到2022年免试入读本科,目前全国退役军人大学生每年扩招八千人,全国高校里退役军人大学生已近百万之巨,几近2022年1076万应届毕业生的10%。全国数量庞大的退役军人大学生,还因其独特的军人奋斗禀赋,可成为“大众创业、万众创新”强大的新引擎,因此,对退役军人大学生进行全生命周期的创新创业培养的研究有重大政治意义。站在“大众创业万众创新”高度对退役军人大学生的教育管理、创新创业、终身教育进行研究,对社会稳定、发展新经济、培育发展新动能具有深刻的社会现实意义。退役军人大学生经过军营锻炼和政治洗礼,其吃苦耐劳的竞争意识能带动校园风气,对大学生人才创新创业教育和红色思政培养有教育指导意义。本课题的实践目的是,立足双创开展全面调研,了解退役军人大学生需求,完善高校人才培养模式,整合政府、社会、学校等系统教培组织,构建退役军人大学生全生命周期培养服务保障模式。本文的理论目的是,通过对全生命周期理论、需要层次理论和创新理论的创新运用,从退役军人大学生这个细分目标为“大众创业、万众创新”打造新引擎提供理论依据。

In 2019,the state issued the policy of expanding the enrollment of millions of college graduates for retired soldiers;in 2020,the Ministry of Education issued the policy of expanding the enrollment of spe⁃cial graduate students for retired soldiers;and in 2022,they will be exempted from the examination to enter the undergraduate program.The number of college graduates with military veterans is increasing by 8,000 ev⁃ery year,and the number of college graduates with military veterans is nearly one million,nearly 10 percent of the 10.76 million graduates in 2022.In addition,the large number of retired military college students in China can become a powerful new engine for mass innovation and entrepreneurship due to their unique endowment for military struggle.Therefore,it is of great political significance to study the whole life cycle of inno⁃vation and entrepreneurship training for retired military college students.Standing at the height of“mass entrepreneurship and innovation”,the research on education management,innovation and entrepreneurship,and lifelong education of retired military and college students has profound social and practical signifi⁃cance for social stability,the development of new economy and the cultivation of new growth drivers.After military training and political baptism,the hard-working competitive consciousness of retired military college students can drive the campus atmosphere,and has educational and guiding significance for the educa⁃tion of innovation and entrepreneurship of college students and the cultivation of red ideology and poli⁃tics.The practical purpose of this project is to conduct a comprehensive survey based on mass entrepreneur⁃ship and innovation,understand the needs of college veterans,improve the training mode of college talents,integrate the government,society,schools and other systematic education and training organizations,and build a full-life training service guarantee mode for college veterans.The theoretical purpose of this top⁃ic is to make innovative use of the whole life cycle theory,hierarchy of needs theory and innovation theory,and to provide theoretical basis for mass entrepreneurship and mass innovation to build a new engine from the subdivision target of retired soldiers and college students.
