摘要
高校就业工作领导机制在就业工作整体格局中发挥着重要引领作用,主要由思想层面、执行层面和监督层面三重维度构成,在功能发挥中聚焦共识扩展,导向赋权增能与实现支撑助推。当前高校就业工作领导机制存在薄弱领域,主要表征为片面关注数据表达的领导绩效衡量,权责不对等场域内的层级治理失衡,以及负向激励过度建构所引致的工作无助感与横向内卷博弈。充分发挥高校就业工作领导机制的效能,需要实现超越数据追求的领导绩效平衡,促进各层级责任共担的就业工作压力消解,并强化正向激励以促成横向网络协同。
The university leadership mechanism plays an important guiding role in the overall arrangement of the employment work,which is mainly composed of the three dimensions of ideology,execution and supervision.Its major functions include consensus expansion,guidance empowerment and support offering.At present,the leadership mechanism leaves some room for improvement such as the biased concern with the employment data in leader performance evaluation,imbalanced hierarchical governance in the field of unequal power and duty,and excessive appeal to negative incentives leading to helplessness and horizontal involution games.The sufficient exertion of the leadership mechanism efficacy calls for balancing leader performance beyond the employment data,decreasing employment work pressure through shared responsibilities at all levels,and promoting horizontal network collaboration with positive incentives.
