我国统筹全日制和非全日制研究生管理政策评析

摘要 对我国非全日制研究生教育发展历程进行梳理,重点对2016年开始实行的统筹全日制和非全日制研究生管理政策进行考察和分析,结果发现新政实施过程中存在非全日制研究生第一志愿录取率低、难以享受学校各种资源以及就业遭受歧视等突出问题。原因有二:一是政策本身还存在不足,教育行政部门对统筹管理考虑“不全”“不周”,对于非全日制研究生统筹管理涉及的招生录取、培养、奖助、就业等各环节关联政策明显滞后甚至缺乏;二是政策执行层面,部分高校对非全日制研究生培养工作重视不够,存在管理与服务缺位的现象。为此应从教育行政部门和高校两个层面,对我国统筹全日制和非全日制研究生管理政策进行优化,即:教育行政部门应充分发挥高校办学自主权,由高校依据自身优势与定位开展非全日制研究生招考工作,同时激发不同主体的积极性,营造良性的社会氛围;高校则应树立“三同等”理念,消除认识误区,提高非全日制研究生培养质量,赢得社会的认可。 The development of China's part-time graduate education is traced with the focus on the policies taking effect in 2016 concerning the coordinated management of full-time and part-time graduate students.The implementation of the new policies has witnessed some disadvantages for part-time graduate program:low enrolment of first-batch candidates,inaccessibility of school resources,and discrimination on job market.The reasons are two-fold.One is the flaws with the policies.Due to the deficient consideration of the educational authorities over the coordinated management of part-time graduate students,the policies are either outdated or absent in all aspects including enrollment,education,student rewards and grants,employment aiding programs.The other lies in the implementation of the policies.Some universities fail to give due weight to part-time graduate education,resulting in the unavailability of anticipated management and services.Against these problems,educational administration and schools should optimize the relevant policies.The administrative department should grant the universities with more educational independence.Universities should consider their own advantages and positions in making enrollment policies,set up the concept of“equality in three aspects”and eliminate their three epistemological errors,and improve their graduate program quality so as to win the social recognition.
