The Origin, Research Framework, and Controversy of Evidence-based Policing

循证警务是将循证理念与警务实践工作相结合的新兴研究,旨在运用证据提高警务工作的效率。文章基于循证理念和警务实践相结合的视角,在对循证警务起源和内涵阐述的基础上,以证据的生成、转化、应用为主线,重点刻画了循证警务的研究框架,同时指出循证警务当前存在的争议。通过分析循证警务的研究发展,能够有效促进循证理念与警务工作的进一步融合,从而拓展对警务的研究视野和理论基础。

Evidence-based policing is new research that combines evidence-based concept with police practice,aiming to improve the efficiency of police work by using evidence.Based on the perspective of combining evidence-based concept and policing practice,this paper expounds the origin and connotation of evidence-based policing,takes the generation,transformation and application of evidence as the main line,focuses on describing the research framework of evidence-based policing,and points out the existing disputes of evidence-based policing.Through the analysis of the research and development of evidence-based policing,it can effectively promote the further integration of evidence-based concept and policing work,so as to expand the research vision and theoretical basis of policing.
