欧盟老年教育服务体系:历史演进、战略转向与实践举措

EU’s Senior Educational Service System:Historical Development,Strategic Realignment and Policy Praxis

老年教育服务是应对城乡差异扩大和人口老龄化趋势的重要举措。为积极应对两大发展难题,欧盟构建农村地区长期愿景下的老年教育服务体系发展战略,旨在赋予老年人权利、助推老年人社会适应,其对保障老年人生活质量、增强社会发展活力、改善老年生态环境具有重要意义。通过梳理欧盟老年教育服务发展的历史沿革,分析欧盟老年教育服务的战略转向,归纳欧盟老年教育服务的实践举措,对我国老年教育服务体系的建设与治理提出若干启示与建议:加快现代化老年教育服务体制机制建设,增加投入老年教育服务财政经费保障,鼓励老年教育服务的广泛社会参与。

Education services for seniors is a key policy measure in dealing with the broadening development gap between urban and rural areas as a global trend of population aging.To actively respond to these challenges,the European Union(EU)leverages the seniors’educational services as means to empower the elders to adapt to social integration,a crucial promise for bettering personal wellbeing,incentivizing societal synergy,and cultivating a pro-aging ecosystem.This study synthesizes the historical development and strategic realignment of educational services for elders in the EU in the perspective of promising policy practices.It summarizes the policy takeaways regarding the elders’educational services,indicating the points of establishing an integral policy framework,developing a solid fiscal support mechanism,and encouraging broad stakeholder participation.
