职务科技成果赋权改革:动力机制、运作逻辑及未来展望

摘要 职务科技成果赋权改革直接影响着职务科技成果转化效率和成功率,目前正在全国多地试点实施.经济社会发展对科技创新的需求、解决职务科技成果的转化、科技创新治理体系和治理能力现代化、地方政府的制度创新,上下互动、内外结合,形成了具有“四边形”结构的四轮动力机制.同时,在目标、历史、制度和实践4个层面,职务科技成果赋权改革体现出特定的运作逻辑和内在规律.针对当前改革存在的问题和困境,未来应该以提高合法性、提升效率性、保障公平性、防范风险性和解决外部性为导向,寻求创新路径和对策. The reform of empowering job-related scientific and technological achievements directly affects the efficiency and success rate of the transformation of job-related scientific and technological achievements,and is being piloted and implemented in many places across the country.The demand for scientific and technological innovation in economic and social development,the problem of solving the transformation of job-related scientific and technological achievements,the modernization of scientific and technological innovation governance system and governance capacity,the institutional innovation of local governments,the interaction between the upper and lower levels,and the combination of internal and external,have formed a four-wheel dynamic mechanism with a“quadrilateral”structure.At the same time,at the four levels of goal,history,system and practice,the empowerment reform of job-related scientific and technological achievements embodies specific operational logic and internal laws.In view of the problems and difficulties faced by the current reform,the future should be guided by improving legitimacy,improving efficiency,ensuring fairness,preventing risks and solving externalities,and seek new innovation paths and countermeasures.
