加强党内巡视理论研究是党内巡视制度创新发展的前提。加强党内巡视理论研究,要正确认识党内监督与党外监督的关系,提升党内巡视理论研究水平。完善党内巡视制度是党内巡视创新发展的根本。完善党内巡视制度要实现中国古代与国外现代监督实践有效做法的创新性结合、减少存量和遏制增量的创新性结合,以及组织意图与群众意见的创新性结合,引导党内外监督力量嵌入巡视机构建构制度、巡视过程制度和巡视信息处理制度。强化党内巡视制度执行力是党内巡视创新发展的关键。强化党内巡视制度执行力,既要注重规避历史上重制度而轻执行的弊端,也要从系统论出发推进巡视巡察的对接与联动,更要从民主理念出发在现实工作中创新执行方式方法。
