人工智能时代的智慧城市空间与智慧治理工具相较于传统的治理场景发生了显著变化。河北雄安新区在智慧城市成长过程中,逐步形成了政策主客体通过大数据支持和智能技术手段合作参与城市共治共建、互联共享的合作式智慧治理模式,展现出较强的治理效能。但随着智慧城市建设的深入,也面临着政策迭代滞后、人才成长脱节、数据粗放利用、算法黑箱、数据偏误、技术依赖和情感缺失等一系列新生挑战。适时建构政策主客体参与共治的合作式智慧政策评估机制,推动治理人才与城市共成长,不断完善合作式智慧治理网络、人工智能分析决策效度保障机制,以及情感联结与智慧技术共融的社会治理工作机制是应对人工智能时代新生挑战的重要途径。

The dawning of the artificial intelligence era signifies substantial transformations in both the spatial characteristics of smart cities and the apparatus of intelligent governance,when juxtaposed with traditional governance paradigms.During the growth of smart cities,Xiong’an New Area in Hebei has progressively cultivated a model of collaborative intelligent governance in which policy subjects and objects participate in urban co-governance,co-construction,interconnection and sharing through big data support and intelligent technologies.This paradigm demonstrates robust governance efficacy.Nonetheless,as the deployment of smart city infrastructure intensifies,it has precipitated a suite of novel challenges.These include delayed policy iterations,disjointed talent development,the extensive,unrefined utilization of data,the enigmatic nature of algorithmic black-box,potential data biases,overreliance on technology,and an absence of emotional connectivity.In response to these novel challenges that have surfaced in the artificial intelligence era,the construction of a collaborative smart policy evaluation mechanism with the participation of policy subjects and objects in co-governance,promoting the growth of talents and cities,improving the collaborative smart governance network and artificial intelligence analysis decision validity guarantee mechanism continuously,and improving the social governance work mechanism of integrating emotions and technology are the important ways.
