Research on the Path of New-Intelligent City to Holistic Smart Governance:Analysis from the Perspective of Context-Structure-Behavior

The implementation path of holistic smart governance for new-intelligent city can be analyzed from the three dimensions of“context-structure-behavior”in administrative ecology.In the new era,with the surged tasks,increased difficulty and rising risk in urban governance,city governance has undergone a transformation from smart city to intelligent city and then to new-intelligent city.In this process,the governance structure of new-intelligent city has actively adjusted,playing an important role in scientifically formulating plans,strengthening government guidance,inspiring market energy,building an intelligent city collaborative innovation center and strengthening information infrastructure of intensive and sharing.It has achieved the effects of promoting the transformation of city development mode,optimizing city spatial structure,enhancing city modern governance capacity,and improving the quality of lives of urban residents.The holistic smart governance deeply responds to the governance and development needs of new-intelligent city.The overall path of building new-intelligent city should promote the transformation from block governance to collaborative governance,from artificial governance to intelligent governance,from backend governance to source governance,from extensive governance to refined governance,and from passive governance to active governance.
