基于实践能力业绩的江苏省护理高级职称评审标准研制

Development of evaluation standards for senior nursing title based on practical ability performance:a case study of Jiangsu province

目的:基于实践能力业绩研制江苏省护理高级职称评审标准,为《关于深化卫生专业技术人员职称制度改革的指导意见》的落地提供参考。方法:通过文献回顾、半结构访谈、专家会议、德尔菲法、层次分析法确立护理高级职称评审标准及各指标权重。结果:3轮函询问卷有效回收率分别为100.0%、96.7%、96.6%,专家权威系数分别为0.860、0.864、0.879,肯德尔和谐系数分别为0.216~0.317、0.161~0.297、0.191~0.267(P<0.01),最终形成的护理高级职称评审标准包括4个一级指标、9个二级指标、27个三级指标。结论:研制的护理高级职称评审标准科学、客观,导向实践能力业绩,符合护理专业特点和人才成长规律,能引导护士扎根临床,提升业务水平,推动护理服务高质量发展。

Objective:To develop the evaluation standards of senior nursing title in Jiangsu province based on practical ability performance,and to provide examples for the implementation of relevant guidance.Methods:We used literature review,semi-structured interview,expert meeting,Delphi method and analytic hierarchy process to establish the evaluation standards of senior nursing title and the weight of each index.Results:The valid questionnaire recovery rates of the three rounds of consultation were 100.0%,96.7%and 96.6%,respectively.The expert authority coefficients were 0.860,0.864 and 0.879.The Kendall harmony coefficients were 0.216-0.317,0.161-0.297 and 0.191-0.267(P<0.01).The final evaluation criteria for senior nursing titles included 4 first-level indicators,9 second-level indicators and 27 third-level indicators.Conclusion:The evaluation standards of senior nursing title is scientific and objective,oriented to practical ability performance,in line with the characteristics of the nursing profession and the law of talent growth,which can guide nurses to take root in the clinic,improve their professional level,provide more and better services,and promote the high-quality development of nursing.
