乡村振兴视角下农村基层党组织提高党内法规执行力的思考

Reflections on Improving the Execution of Party Regulations in Rural Grassroots Party Organizations from the Perspective of Rural Revitalization

农村基层党组织是全面推进乡村振兴的“主心骨”和“领头雁”,能够在乡村振兴中展现出强大的领导发展功能、教育引导功能、促进和谐功能、社会治理功能以及组织凝聚功能。农村基层党组织提高党内法规执行力,既有助于坚持和加强党对农村工作的领导,推进乡村治理现代化,又能够贯彻落实新时代党的组织路线,是全面从严治党向基层延伸的应有之义。为此,必须以问题为导向,通过聚焦制度本身、提高主体执规意识、加大资源投入力度以及强化道德滋养积极寻找对策,破解农村基层党组织执规难的问题。

Rural grass-roots Party organizations are the“backbone”and“leaders”in comprehensively promoting rural revitalization,and they have demonstrated powerful functions of leadership and development,education and guidance,promotion of harmony,social governance and organizational cohesion in rural revitalization.Improving the execution of party regulations by rural grass-roots party organizations not only helps to adhere to and strengthen the party's leadership of rural work and promote the modernization of rural governance,but also enables the implementation of the party's organizational line in the new era,which is the proper meaning of extending the comprehensive strict governance of the party to the grassroots.To this end,it is necessary to take reality as the guide and find countermeasures in terms of focusing on the system itself,raising the awareness of the main body to enforce the rules,increasing the investment of resources and strengthening the role of moral nourishment,in order to crack the dilemma of difficult enforcement of rules by rural grassroots party organizations.
