要素市场化对创新资源配置效率的影响研究

Research on the Influence of Factor Marketization on the Efficiency of Innovation Resource Allocation

基于2010—2020年中国30个省份面板数据,从理论和实证两方面探讨要素市场化对创新资源配置效率的影响及传导路径。研究发现:要素市场化对创新资源配置效率具有显著正向影响,在经过一系列稳健性检验后该结论依旧成立。异质性检验表明,要素市场化对东部地区和“一带一路”沿线地区的创新资源配置效率影响作用更强,在中、西部地区和非“一带一路”沿线地区这一效应则未得到充分发挥。机制检验结果显示,要素市场化可通过技术创新、研发要素流动和研发人员流动三条路径,间接提升创新资源配置效率。基于上述结论,提出加速构建合理有效的要素市场化体系、重视市场政策差异化设计、多措并举促进要素自主有序流动的相关建议,助推创新资源配置效率提升,实现经济高质量发展。

Based on the panel data of 30 provinces in China from 2010 to 2020,this paper discussed the impact of factor marketization on innovation resource allocation efficiency and its transmission path from both theoretical and empirical aspects.The research finds that factor marketization has a significant positive impact on the efficiency of innovation resource allocation,and this conclusion is still valid after a series of robustness tests.The heterogeneity test shows that factor marketization has a stronger impact on the efficiency of innovation resource allocation in the eastern region and the regions along"the Belt and Road",while this effect has not been fully exerted in central and western regions and regions not along"the Belt and Road".The mechanism test results show that factor marketization can indirectly improve the efficiency of innovation resource allocation through three paths:Technological innovation,R&D factor flow and R&D personnel flow.Based on the above conclusions,this paper proposes to accelerate the construction of a reasonable and effective factor marketization system,attach importance to the differentiated design of market policies,and take multiple measures to promote the independent and orderly flow of factors,so as to boost the efficiency of innovation resource allocation and achieve high-quality economic development.
