党的领导与国企法人治理结构探究

Exploring the Party’s Leadership and the Corporate Governance Structure of State-owned Enterprises

加强党对国有企业的全面领导,是进一步深化国有企业改革、做强做优做大国有企业的根本保证。在深化国有企业改革过程中,要坚持把党的领导和完善公司治理相统一,通过进一步完善国有企业“三重一大”决策制度,建立权责清晰、各司其职、各负其责、规范高效的决策运行机制,把党的领导融入公司治理各环节,使党组织发挥作用组织化、制度化、具体化,从而提高国有企业决策效率,实现国有企业的高质量发展。本文将从党组织参与国企治理的角度,对其在国企治理中如何发挥作用进行陈述和探究。

Strengthening the Party’s overall leadership of state-owned enterprises is a fundamental guarantee for further deepening the reform of state-owned enterprises and making them stronger,better and larger.In the process of deepening the reform of state-owned enterprises,we should insist on the unification of the Party’s leadership and the improvement of corporate governance,further improve the decision-making system of state-owned enterprises on the“three major issues and the use of large sums of money”,establish a decision-making operation mechanism with clear powers and responsibilities,each with its responsibilities,standardized and efficient,integrate the Party’s leadership into all aspects of corporate governance,and make the role of the Party in organization,institutionalization and materialization.This will improve the efficiency of decision-making in state-owned enterprises and achieve the high-quality development of state-owned enterprises.In this paper,we will state and explore how the Party plays a role in the governance of stateowned enterprises from the perspective of its participation in the governance of state-owned enterprises.
