中俄网信“并联升级”的潜在分析与路径初探

2018年美国《国家安全战略》将中俄列为战略竞争对手以来,美国针对中俄网信领域持续施压,美国对俄加强网络军备致使俄罗斯实施“断网测试”,美国对中国开展“净网计划”企图全面遏制中国网信发展。中美关系降至冰点,中俄关系快速升温,中俄两国不断深化睦邻友好合作,寻找契机扩大彼此合作空间。中俄两国在网信发展方面有诸多合作的可能性,从电子商务到网络服务,中俄深化网信合作将有利于促进两国政治、经济、文化交流,实现优势互补,稳固地区安全。本文围绕美国“中俄威胁论”大胆提出中俄网信“并联升级”的可行性,论证“区域互联”,回应新时代中俄全面战略协作伙伴关系在网信领域的深化与落地。

Since the National Security Strategy of the United States listed China and Russia as strategic competitors in 2018,the United States has continued to exert pressure on China and Russia in the field of cybersecurity.The strengthening of US cyber armaments against Russia has forced Russia to implement“RuNet Disconnection Testing”.The United States has launched a“Clean Network Plan”against China in an attempt to comprehensively curb China’s cyberspace development.The relationship between China and the United States has reached a freezing point,and the relationship between China and Russia is rapidly heating up.China and Russia are constantly deepening good-neighborly and friendly cooperation,seeking opportunities to expand their cooperation space.There are many possibilities for cooperation between China and Russia in the development of cybersecurity,from e-commerce to online services.Deepening cybersecurity cooperation between China and Russia will help promote political,economic,and cultural exchanges between the two countries,achieve complementary advantages,and stabilize regional security.This article focuses on the“China Russia Threat Theory”in the United States,boldly proposing the feasibility of"parallel upgrading"of China Russia's cyberspace,demonstrating“regional connectivity”and responding to the deepening and implementation of the New Era China Russia Comprehensive Strategic Collaborative Partnership in the field of cyberspace announced by the two heads of state.
