协同治理视角下高校职称制度“破唯”的困境及路径研究

摘要 高校职称制度“破唯”改革是在建设“双一流”高校及高校评审权下放的双重背景下提出的一个新的时代命题。在“破唯”过程中普遍存在“破唯”执行标准不明、治理主体协同失衡、治理策略失当、治理手段失灵以及治理理念失范的问题。协同治理理论对上述问题的解决具有很强的指导意义,即可从“破唯”参量的协同、主体的协同、系统的协同、手段的协同、理念的协同五个路径推进,从而明确“破唯”执行标准、理顺治理主体协同关系、运用系统性治理策略、综合化治理手段和正确的治理理念,强化“破唯”治理效果。 The reform of“eliminating the only”in the professional title system in universities is a new proposition of the times under the dual background of building“double first-class”universities and delegating the evaluation power of universities.In the process of“eliminating the only”,there are many problems,such as the unclear implementation standard of“eliminating the only”,the imbalance of governance subject coordination,the improper governance strategy,the failure of governance means and the anomie of governance concept.The collaborative governance theory has a strong guiding significance for solving the above problems.It can be promoted from the five paths of“eliminating the only”,such as parameter coordination,subject coordination,system coordination,means coordination and concept coordination,so as to clarify the“eliminating the only”executive standard,straighten out the coordination relationship between the governing subjects,and use systematic governance strategies,comprehensive governance means and correct governance concepts to strengthen the“eliminating the only”governance effect.
