摘要
“县管校聘”是对教师资源配置行政权力的整合,是新时代政府公共职能的显著体现。“公共性”向度可以从根本上解释我国现阶段中小学教师人事管理制度改革的逻辑框架,就是政府要求教师以优质教育资源供给的形式提供公共服务。“县管校聘”面临困境的本质是“公共性”缺失的问题,具体表现为政策缺少法源性支持、机制架构引发利益相关者间的博弈以及伦理品质的流失等。“县管校聘”的有效执行需要教育公共性理念的合理复归,通过确立教师职业专业性与公共性统一的法律地位、推进区域整体化治理、构建多主体协同的有效模式,同时借鉴人力资源管理的视角提升教师资源配置活力等举措来实现。
“County-controlled school employment”is the integration of the administrative powers for the allocation of teacher resources and also a significant embodiment of government public functions in the new era.The“publicity”orientation can fundamentally explain the logic frame of the reform of the personnel management system of primary and secondary school teachers at the present stage in China,which means teachers will provide public service in the form of high-quality and educational resources.The“county-controlled school employment”is essentially confronted with the difficulty of lacking“publicity”.Specifically,this is reflected in the lack of legal support for the policies,the game between stakeholders arising from the mechanism structure,and the loss of ethical quality.The effective implementation of“county-controlled school employment”requires a reasonable return to the concept of public education,which can be achieved by establishing a legal status that unifies the professional and public aspects of the teaching profession,promoting regional holistic governance,building an effective model of multi-subject collaboration,and enhancing the vitality of teacher resource allocation by drawing on the perspective of human resource management.
