生态优先的崩岗治理主体合作博弈及利益共享研究——基于福建省安溪县的分析

Study on Cooperative Game and Benefit Sharing of Ecological Priority for Collapse Management Subjects——Based on the Analysis of Anxi County,Fujian Province

将崩岗侵蚀区治理改造为工业开发区的模式带来经济社会效益的同时对生态环境也造成一定影响,构建崩岗治理收益分配机制时应考虑生态环境补偿问题。本文从分析开发区式崩岗治理中核心利益相关者的博弈行为出发,在传统Shapley值法的基础上引入“生态补偿因子”进行修正优化。结果显示,处于弱势群体的村集体在崩岗侵蚀区改造为工业开发区过程中面临失去生计来源和社会保障等威胁,引入生态补偿对于建立更合理公平的收益分配方式,达到社会经济效益最优、生态影响最小的目标,实现可持续发展,具有较强的现实意义和可操作性。

The model of transforming the collapse erosion areas into an industrial development zone not only brings economic and social benefits,but also has certain impacts on the ecological environment.The ecological environment compensation should be considered when constructing the income distribution mechanism of collapse management.Based on the analysis of the game behavior of the core stakeholders in the development zone of collapse management,“ecological compensation factor”was introduced to correct and optimize the traditional Shapley value method.The results showed that the vulnerable group village collectives faced the threat of losing livelihood sources and social security in the process of transforming the collapse erosion area into the industrial development zone.The introduction of ecological compensation had strong practical significance and operability for establishing more reasonable and equitable income distribution model,achieving the goal of optimal social and economic benefits and minimal ecological impact,and realizing sustainable development.
