多元共治:乡村全面振兴视野中的农村生态治理新模式

Multiple Co-governance:A New Model for Rural Ecological Governance in the Perspective of Rural Comprehensive Revitalization

农村生态治理和乡村全面振兴之间是互补互促的关系,前者是乡村全面振兴的重要保障,后者为农村生态治理提供了绝佳机遇。当前我国农村生态环境问题归咎于多元主体责任缺失:地方政府主导作用发挥不到位、地方企业生态责任弱化、农民生态环保意识淡漠、社会组织参与农村生态治理能力有限。要实现乡村全面振兴,建设美丽乡村,就要发挥地方政府主导作用、强化地方企业生态社会责任、提高农民生态主体意识、增强社会组织参与农村生态治理能力,使农村生态治理的多元主体各司其职,通力合作,构筑符合农村实际的多元共治新模式。多元共治新模式是在对我国当前农村生态环境问题及其产生的原因进行深刻反思基础上提出的新的治理模式,为实现乡村全面振兴和建设美丽乡村奠定基础。

The rural ecological governance and comprehensive rural revitalization are complementary and mutually reinforcing.The former is an important guarantee for comprehensive rural revitalization,while the latter provides excellent opportunities for rural ecological governance.The current ecological and environmental problems in rural areas in China are attributed to lack of responsibilities from multiple stakeholders:inadequate leadership of local governments,weakened ecological responsibilities of local enterprises,lack of awareness of ecological and environmental protection among farmers,and limited participation of social organizations in rural ecological governance.To achieve comprehensive rural revitalization and build beautiful countrysides,it is necessary for the local governments to play the leading role,strengthen the ecological and social responsibilities of local enterprises,enhancing the ecological subject awareness of farmers,and enhancing the ability of social organizations to participate in rural ecological governance.This will enable the diverse subjects of rural ecological governance to perform their own duties as well as work together to build a new model of diversified co governance that is in line with rural reality.The new model of diversified co governance is a new governance model proposed on the basis of profound reflection on the current rural ecological environment problems and their causes in China,laying the foundation for achieving comprehensive rural revitalization and building beautiful rural areas.
