美国智库对中国参与太平洋岛国事务的负面认知:成因与对策

Negative Perception of China's Participation in the Affairs of Pacific Island Countries by U.S Think Tanks:Causes and Countermeasures

[研究目的]研究美国智库对中国参与太平洋岛国事务的负面认知及其成因,对中国把握美国的关切重点与未来政策走向并制定应对之策具有启发意义。[研究方法]选取美国7家主流智库作为分析样本,运用文献分析法,对16份研究文本进行考察。[研究结论]美国智库对中国参与太平洋岛国事务的负面认知集中在经济、政治、安全与价值观4个维度。绝对安全观念下的认知相符、战略竞争零和博弈思维下的诱发定势、角色误判基础上的错误历史类比、冷战思维下的镜像反映与基于国家与智库的双重利益考量是诱发美国智库产生负面认知的5大成因。对此,我国应加强与美国及其智库的战略沟通与交流,主动构建基于“全球安全倡议”的太平洋地区安全新机制,推进“一带一路”南太支线的高质量发展,提升与太平洋岛国的人文交流力度,助力构建中国-太平洋岛国命运共同体。

[Research purpose]To study the negative perception of China's participation in the affairs of the Pacific island countries by the U.S.think tanks,and its causes is of great significance for China to grasp the focus of concern and future policy trends of the U.S.and formulate countermeasures.[Research method]Seven mainstream think tanks in the United States were selected as the analysis samples,and sixteen research texts were investigated by using the literature analysis method.[Research conclusion]The negative perception of China's participation in the affairs of Pacific island countries by U.S.think tanks is concentrated in the four dimensions of economy,politics,security and values.The five main reasons for the negative perception of American think tanks are the cognitive consistency under the concept of absolute security,the induced set under the zero-sum game thinking of strategic competition,the wrong historical analogy based on the misjudgment of roles,the mirror image under the Cold War thinking,and the consideration of the dual interests of the country and think tanks.In this regard,China should strengthen strategic communication and exchanges with the United States and its think tanks,take the initiative to build a new security mechanism in the Pacific based on the"Global Security Initiative",promote the high-quality development of the South Pacific Branch of the"the Belt and Road",enhance people-to-people and cultural exchanges with Pacific island countries,and help build a community of shared future between China and the Pacific island countries.
