中国共产党推进陕甘宁边区治理现代化的“延安之治”

The Communist Party of China′s"Governance of Yan′an"to Promote the Governance Modernization of the Shaanxi-Gansu-Ningxia Border Region

为了“作出一个榜样给全国人民看”,抗战时期的中国共产党在陕甘宁边区的主要任务是打造一个强大的边区,着力推进边区的治理现代化,构建一个模范的善治的边区。在模范边区的构建过程中,中国共产党从当时的执政条件和实际境域出发,通过不断优化党、政、社、群等治理主体之间的关系,开启了治理民主化、法治化、有效化和纵深化的“延安之治”。虽然这一时期边区对治理现代化的探索是初步的,但其蕴含的政党逻辑、人民逻辑、发展逻辑和本土逻辑为新时代中国共产党探寻国家治理现代化的“中国逻辑”提供了宝贵的历史经验。

During the Anti-Japanese War,in order to"set an example for the people of the whole country",the main task of the Communist Party of China in the Shaanxi-Gansu-Ningxia border region was to build a strong border region,strive to promote the governance modernization of the border region,and build a model border region with good governance.In the process of constructing the model border area,the Communist Party of China started the"governance of Yan′an"with democratization,legalization,effectiveness and vertical deepening of governance by continuously optimizing the relationship between the party,government,community and other governance subjects based on the ruling conditions and actual conditions at that time.Although the border region′s exploration of governance modernization in this period was preliminary,its Party logic,people logic,development logic and local logic provided valuable historical experience for the Communist Party of China in the new era to explore the"Chinese logic"of national governance modernization.
