城市水体系统化治理技术与管理体系研究及应用

摘要 项目针对高速城镇化背景下,我国特有的城市水体黑臭治理难题与快速见效的现实挑战和行业管理需求,揭示了多要素叠加影响下,城市水体黑臭和污水收集管网低效能等系列工程问题的科学原理,在行业监管、治理技术和绩效评价三个方面取得重大技术突破与创新,提出基于黑臭控制的城市水体重构与治污技术路线,形成淤积控制、冒溢调控及降雨净化等排水管网效能提升与污染控制成套策略,构建河道底泥生态清污、再生水补水及沉水植物生态恢复成套工程技术体系,创建监管评估成套工具方法,支撑系列行业政策出台,在全国范围内完成了技术政策的宣贯推广,全面助力我国城市黑臭水体治理与污水处理提质增效工作的科学推进。 The project aimed at the unique problems of urban water black and odor control as well as challenging requirements and industry management needs of quick effect under the background of high-speed urbanization,revealed the mechanism of black and odor of urban water and low collection rate of sewage system under the influence of multiple factors,and gained great innovative breakthroughs in industry regulation,governance techniques,and performance evaluation.A technical route for urban water reconstruction and pollution control based on black and odor control was proposed and a complete set of strategies for improving sewage network efficiency and pollution control,such as siltation control,overflow regulation,and rainfall purification was formed.Complete engineering and technical systems of reclaimed water replenishment,ecological deconsolidation of river sediments,and ecological restoration of submerged plant were established,as well as complete tools and methods for supervision and evaluation are proposed.All the achievements support the introduction,publicity,and promotion of industry policy well,and comprehensively help with the urban water black and odor control as well as quality and efficiency improvement of wastewater treatment in China.
