基于GIS与AHP的违法建筑治理工作指标评价模型

Index evaluation model for illegal building governance work based on GIS and AHP

针对当前违法建筑治理工作考核标准不统一、依据不清晰、主观因素影响大的问题,本文通过分析违法建筑治理工作的实质,选取存量违法建筑密度、存量违法建筑降低率、新增违法建筑发现率、新增违法建筑处置率、违法占用耕地面积和违法建筑拆后土地利用率6项评价指标,采用层次分析法(AHP),构建指标评价模型,并借助地理信息系统(GIS)的叠加分析工具实现空间化,并将其应用于浙江省“无违建”创建创先争优的工作评价中,实现考核评价的线上动态管理。实践结果表明,按照该模型进行违法建筑治理工作评价,可客观真实地反映全省不同地区的“无违建”创建创先争优成果及治理水平,为各级“无违建”创建创先争优工作的治理决策和管理提供数据支撑。

In view of the current problems of inconsistent assessment standards,unclear basis and subjectivity of illegal building governance work,this paper analyzes the essence of illegal building governance work,selects six evaluation indicators,including the density of stock illegal building,the reduction rate of stock illegal building,the discovery rate of new illegal building,the disposal rate of new illegal building,the illegal occupied cultivated area and the land utilization rate after illegal building demolition,combines with AHP to build an index evaluation model,and utilizes GIS overlay analysis tools to realize the spatialization.This evaluation model is applied to the work evaluation of creating excellence without illegal building in Zhejiang Province to realize online dynamic management for assessment and evaluation.The practial results show that the application of this model to evaluate the governance of illegal building work can objectively and truly reflect the achievements and governance levels of creating excellence without illegal building in different regions of the province,and provide data support for governance decision making and management for creating excellence without illegal building work of government departments at all levels.
