“三旧”改造用地潜力评价管理系统设计与实现

Design and implementation of potential evaluation and management system of land use for“three old transformation”

“三旧”改造工作有助于改善土地资源供需关系,提高土地利用率。如何评价“三旧”改造项目的潜力,是落实该项工作的前提,可直接影响决策和项目管理。本文借助地理信息系统(Geographic Information System,GIS)、云计算、大数据等技术,探讨了“三旧”改造用地潜力评价的流程,构建了“三旧”改造用地潜力评价数据库,搭建了“三旧”改造用地潜力评价管理系统,实现了评价指标标准化管理、权重计算管理、综合评价管理及评价成果管理等功能,可在“一张图”上直观展示改造地块评价图、表等成果,为管理部门提供决策依据。

The“three old transformation”project is helpful to improve the supply demand relationship of land resources and improve land use efficiency.How to evaluate the potential of the“three old transformation”project is a prerequisite for implementing this work,which can directly affect decision making and project management.With the help of such technologies as GIS,cloud computing and big data,this paper discusses the process of potential land evaluation of“three old transformation”,constructs the“three old transformation”land potential evaluation database and management system,realizes such functions as the standardized management of evaluation indicators,weight calculation management,comprehensive evaluation management and evaluation results management.The constructed system can visually display the evaluation map and table of the reconstructed land on“one map”,and provide decision making basis for related management departments.
