摘要
在政府和社会资本合作(PPP)模式向绿色转型的现实背景下,分析水生态EOD项目采用PPP模式的必要性和可行性,依据项目特点构建水生态PPP+EOD项目全生命周期风险评价指标体系。基于DEMATEL-ISM-MICMAC方法,计算出各风险因素的原因度与中心度,构建关键风险因素相互影响的递阶层级结构,并对关键风险因素进行分类,为水生态环保PPP+EOD项目的风险决策与管理提供参考。
Under the background of the transformation from public-private partnership(PPP)model to green model,this paper analyzes the necessity and feasibility of adopting PPP model in the development of EOD project of water eco-environmental protection,according to the characteristics of the whole life cycle of the project,designs the risk evaluation index system of PPP+EOD project.Based on the risk evaluation model of DEMATEL-ISM-MICMAC,calculates the degree of reason and the degree of centrality of each factor,and constructs the hierarchical structure of the interaction of key risk factors,classifies the key risk factors according to their dependence and driving force,hopes to provides reference for risk decisionmaking and management of PPP+EOD project.
