绵阳市疾病预防控制机构现代化建设存在的问题与对策

疾病预防控制机构在新冠疫情防控中作出了重要贡献,同时也暴露出诸多问题。以绵阳市为例,存在对疾病预防控制机构重视程度不够、社会共识较差、法律法规不健全、功能定位不清晰、人员编制不足、人才流失严重、财政保障不足、基层网底薄弱、技术能力不强等问题。建议加强立法工作,明确疾病预防控制机构的功能定位,厘清卫生健康委、疾病预防控制局、疾病预防控制机构三者之间的关系;明确疾病预防控制机构的职责,确保疾病预防控制体系有效运转;加强疾病预防控制体系的保障能力,放宽其对外服务能力;统筹推进基层网底的疾病预防控制能力建设;加强疾病预防控制机构信息化建设。

Disease control and prevention institutions in China have made great contributions to COVID-19 prevention and control,meanwhile many problems are exposed.The study analyzes the main problems of disease control and prevention institutions through taking Mianyang City as an example.There are some problems,such as not enough attention,poor social consensus,imperfect laws and regulations,unclear function positioning,insufficient staffing and financial security,serious brain drain,poor hardware configuration,weak net bottom and technical ability,etc.It is suggested to strengthen legislation and clarify disease control positioning;clarify the relationship of health commission,bureau of disease control and prevention,and disease control and prevention institutions;clearly define responsibility of disease prevention and control institutions to ensure the effective operation of the system;strengthen the support capacity of disease prevention and control system,relax the external service capacity;comprehensively promote the construction of grass-roots disease prevention and control capacity;strengthen the information construction of disease control institutions.
