关中平原城市群“一圈一轴三带”空间规划目标进展分析

Analysis on the Development Stage of the Spatial Planning Target of"One Circle,One Axis and Three Belts"in the Guanzhong Plain Urban Agglomeration

自2018年《关中平原城市群发展规划》印发以来,关中平原城市群“一圈一轴三带”空间规划目标进展如何值得关切。以2002~2020年关中平原城市群的11个城市为研究对象,采用熵权法从城区的经济、人口和空间等三个因素构建城市规模指数,基于经典引力模型构建11个城市之间的权重关系网络,采用PageRank排名算法从微观层次上对节点(即城市)的中心性进行分析发现:中心节点城市为西安和咸阳,城市群中的“一圈”已经形成。陇海产业和城镇发展轴(“一轴”)基本形成(除了天水稍弱),并且“一轴”上节点城市渭南—咸阳—宝鸡构成了一个强连接关系三角,有助于城市群抱团发展。在“三带”中,发展最好的是“包茂发展带”,向北的节点城市铜川已经基本融入西安都市圈;“京昆发展带”处于萌芽阶段;“福银发展带”还处于培育期。最后,在网络中观层次上,城市群的关系网络存在“核心—边缘”结构,西安—咸阳—渭南3个城市及铜川、商洛处于核心,构成了城市群的一个城市子群,其余城市处于边缘,构成了另一个城市子群。

Taking 11 cities in the Guanzhong Plain Urban Agglomeration from 2002 to 2020 as the research objects,the progress of the spatial planning goal of"one circle,one axis and three belts"in the urban agglomeration was discussed.Firstly,the city scale index is constructed from three factors of urban economy,population and space using the entropy weight method.Then,based on the classic gravity model,the weighted network between 1l cities is constructed,and the famous PageRank algorithm is used to analyze the centrality of the nodes(i.e.,cities)from the micro level.The central cities Xi'an and Xianyang are found.Thirdly,from the micro level,based on the network connection weight and visualization method,the progress of the spatial planning goal of"one circle,one axis and three belts"in the Guanzhong Plain Urban Agglomeration was discussed.The Long-Hai Industry and the Urban Development Axis("one axis")are almost formed(except that Tianshui is slightly weaker),and the cities Weinan-Xianyang-Baoji on the"one axis"constitute a triangle of strong connection relationship,which is conducive to the development of urban agglomerations.Among the"three belts",the"Bao-Mao Development Belt"has the best development.The northward city Tongchuan has been integrated into the Xi'an metropolitan area;the"Jing-Kun Development Belt"is in its infancy;the"Fuyin Development Belt"is still in the nurturing stage.Finally,at the network meso level,based on the social network analysis theory,the relationship network structure of the Guanzhong Plain Urban Agglomeration is analyzed.It is found that there is a"core-periphery structure"in the network.Three cities,Xi'an-Xianyang-Weinan(one axis),as well as Tongchuan and Shangluo are at the core,forming a sub-city of the urban agglomeration,and the remaining cities are at the edge and constitute another urban subgroup.
