GVC嵌入、环境规制与制造业行业技术进步研究

Research on GVC Embedding,Environmental Regulation,and Technological Progress in the Manufacturing Industry

新发展格局下,研究GVC嵌入、环境规制与制造业技术进步之间的互动关系,对引领中国制造业绿色与集约化发展具有重要的理论和现实意义。研究结果显示:目前的GVC嵌入程度和嵌入地位不利于制造业的资本偏向型技术进步;环境规制强度与技术进步偏向型存在长期呈“U”型关系,存在GVC嵌入地位影响环境规制的资本偏向型技术进步门槛效应,GVC嵌入地位跨越第一道门槛值后,环境规制对资本偏向型技术进步的作用显著提升,强化环境规制措施可以导致技术进步的资本偏向性;GVC上游环节参与度越高,更有利于资本积累和核心技术研发,要素禀赋结构与技术进步影响方向相适宜进而促进了全要素生产率的增长,但下游环节嵌入受依附GVC行业领导者的全球战略影响,依附型生产率增长路径困难。

Analyzing the interactive relationship between GVC embedding,different environmental regulations and technological progress of manufacturing industry under the new development paradigm has important theoretical and practical significance for accelerating the green and intensive development of China's manufacturing industry.This paper shows that the current degree and position of GVC embedding are not conducive to the capital-biased technological progress in China's manufacturing industry.There is a long-term U-shaped relationship between the intensity of environmental regulations and bias of technological progress,which lies in that the position of GVC embedding influences the threshold effect of the capital-biased technological progress of environmental regulations.After the position of GVC embedding passes the first threshold,the effect of environmental regulations for the capital-biased technological progress is dramatically improved.Intensifying environmental regulations can lead to the capital-biased technological progress.The higher the participation in the upstream of GVC,the more favorable it is for capital accumulation and core technology research and development.The structure of factor endowment is suitable for the direction of technological progress,thus promoting the growth of total factor productivity.However,influenced by the global strategy of GVC dependent industry leaders,the productivity growth of downstream dependent enterprises is hard.
