摘要
随着城市进入存量发展的新阶段,资源环境约束日趋明显,要求物流设施转变过去粗放式的发展模式,在适应不断增长的物流需求的同时兼顾综合、效率等目标。东京都市圈推动物流设施规划建设已有50多年的历史,形成了一套以用地和资金要素配置为核心的规划体系和政策机制。聚焦区域性物流设施规划,总结东京都市圈从规划统筹到实施细则的主要措施策略:以数字化为手段开展量化评估,使规划决策精准符合市场行为规律;健全规划实施传导机制,贯通顶层设计到底层实施,确保规划细化落地;建立激励与约束机制,激发市场力量,推进物流设施综合化和效率化开发。最后,从充分把握物流设施规划建设的市场化规律入手,提出加快推动物流设施规划技术转型、加快建立物流调查制度等中国区域性物流设施规划建设的建议。
With cities entering a new stage of stock development,the resource and environmental con-straints have been growing.For logistics facilities,a transformation of past extensive development modes is required to balance integration,efficiency,and growing logistics demands.The Tokyo metropolitan area has been promoting logistics facility planning and construction for over 50 years,with the construction of planning system and policy mechanism centered around land use and capital allocation.Focusing on re-gional logistics facility planning,this paper summarizes the key measures and strategies adopted by the To-kyo metropolitan area,from overall planning to detailed implementation rules.These measures include us-ing digitalization for quantitative evaluations that accurately conform to market behavior;improving the transmission mechanism for planning implementation from“top-level design”to“low-level implementa-tion”;and establishing an incentive and restraint mechanism to stimulate market forces and promote com-prehensive and efficient development of logistics facilities.Based on a thorough understanding of the mar-ket-based principles of logistics facility planning and construction,it is suggested to accelerate the transfor-mation of logistics facility planning technology and expedite the establishment of a logistics investigation system for China's regional logistics facility planning and construction.
