非洲国家教育语言政策多因分析与范式转换

摘要 非洲是多语言地区,独立后的非洲国家为了推进经济社会发展,维护民族团结和文化振兴,制定了促进本土语言发展的语言政策,特别是教育语言政策。政策的制定和实施,遇到很多困难和障碍,究其原因涵括历史、政治、经济文化、传统习俗观念及国外等诸多方面,涉及语言和非语言因素。非洲国家对此采取了大量有针对性的措施并取得很大成绩,教育语言政策的制定和实施得到不断改善。 Africa is a multi-lingual continent,after independence,African countries developed mother-tongue based language policy,and language in education policy in particular,in order to promote social-economic development,maintain national unity and rejuvenation local cultures.However,the making and implementation of the policy encountered many difficulties and obstacles due to varied factors,including historical,political,economic,cultural,ideological factors as well as influence from abroad,covering both linguistic and non-linguistic factors.African countries realize the importance of language policy and take targeted measures,many progresses are made in language policy development and implementation.
