政务服务“好差评”制度执行堕距的生成与弥合——基于米特-霍恩政策执行系统模型的分析

摘要 公众有序参与政务服务评价是加快转变政府职能的重要路径。政务服务“好差评”制度是公众参与政府工作绩效的创新与延伸,自推行以来,取得了显著成效,但仍有需要改善之处。研究针对政务服务“好差评”制度的执行堕距,以米特-霍恩模型为分析框架和理论基础,探究政务服务“好差评”制度执行中的堕距现象及生成原因。通过研究发现,政务服务“好差评”制度在执行过程中存在政策目标具有模糊性、政策执行资源相对缺乏、公众企业参与率不足,评价结果应用不充分等多个堕距现象,故从明确政策目标及标准、优化政策资源配置、激发公众与企业的参与热情、改进评价结果的应用等几个方面提出了弥合路径。 Orderly public participation in the evaluation of government services is an important path to accelerate the transformation of government functions.The system of“good and bad evaluation”of government services is an innovation and extension of public participation in government performance,and has achieved remarkable results since its implementation,but there is still room for improvement.From the perspective of the implementation of the“good and bad evaluation”system,the Mitt-Horn model is used as the analytical framework and the theoretical basis to explore the phenomenon of degradation in the implementation of the“good and bad evaluation”system of government services and its causes.The study finds that the implementation of the“good and bad evaluation”system of government services is characterized by ambiguity in policy objectives,relative lack of resources for policy implementation,insufficient participation rate of public and enterprises,and insufficient application of evaluation results,etc.Therefore,it is suggested to clarify the policy objectives and standards,optimize the allocation of policy resources,stimulate the participation of public and enterprises,and improve the application of evaluation results.Therefore,the path of bridging the gap is proposed in several aspects,such as clarifying policy objectives and standards,optimizing policy resource allocation,stimulating public and enterprise participation,and improving the application of evaluation results.
