“三变”改革背景下生态资源价值实现的现实逻辑与驱动机制——以重庆市岚天乡为例

Realizing the Value of Ecological Resources under the Background of"Three Changes"Reform Realistic Logic and Driving Mechanism——Take Lantian Township,Chongqing as an Example

探索在“三变”改革背景下生态资源价值实现的现实逻辑与驱动机制,是落实“两山”理论和乡村振兴战略的关键。本研究针对岚天乡“三变”改革实践,梳理了“三变”改革背景下生态资源价值实现过程,提炼了“三变”改革背景下生态资源价值实现的现实逻辑以及驱动机制。研究发现:(1)在“三变”改革战略的总要求下,生态资源价值实现得以成功,依赖于合作共创、资源激活、经营强化、数字赋能四个方面。(2)在“三变”改革的背景下,生态资源价值化的驱动机制是由政府、市场、数字技术在内的三个关键驱动因素构成。研究揭示了生态价值与经济发展之间的逻辑链条,深化了乡村振兴领域的研究广度,同时,将为资源富集的其他后发展地区提供有价值的反馈。

Exploring the realistic logic and driving mechanism of realizing the value of ecological resources in the context of the"three changes"reform is the key to implementing the"two mountains"theory and the rural revitalization strategy.Aiming at the"three changes"reform practice in Lantian Township,this paper combs the process of realizing the value of ecological resources under the"three changes"reform background,and refines the practical logic and driving mechanism of realizing the value of ecological resources under the"three changes"reform background.The research finds that:(1)Under the general requirements of the"three changes"reform strategy,the success of the realization of the value of ecological resources depends on four aspects:co creation,resource activation,business enhancement and digital empowerment.Among them,co creation is the foundation,resource activation is the key,business strengthening is the fundamental,and digital empowerment is the guarantee.(2)Under the background of"three changes"reform,the driving mechanism of ecological resource value is composed of three key driving factors,including government,market and information technology,in which information technology is the guarantee,policy system is the guidance and market regulation is the fundamental.This study reveals the logical chain between ecological value and economic development,deepens the research scope in the field of rural revitalization,and provides valuable feedback for other post development areas with rich resources.
