浙江省专精特新中小企业培育和发展的政策研究

Policy studies on the nurture and development of specialized and sophisticated SMEs in Zhejiang province

近几年来,国家对“专精特新”中小企业、“小巨人”企业的扶持力度加大,使这类中小企业成为各地招商引资、资本和政策倾斜的重点。浙江省作为改革的前哨,在“专精特新”中小企业、“小巨人”企业培育的数量和质量上都傲立潮头,独领风骚。文中研究“专精特新”出台的背景和目的,分析了浙江省中小企业在新经济环境下面临的困境,总结和归纳浙江省“专精特新”政策的发展成果,对“专精特新”中小企业培育和发展中的问题进行了思考,并提出了建议。

In recent years,our country has increased its support for specialized and sophisticated enterprises that produce new and unique products and“little giant”enterprises,making such small and medium-sized enterprises(SMEs)the focus of investment promo-tion,capital and policy preference in various regions.Zhejiang province,as the frontier of reform,is leading the way both in terms of the nur-ture quantity and quality of the specialized and sophisticated enterprises that produce new and unique products and“little giant”enterpri-ses.This paper attempts to research the background and purpose of the introduction of“SRDI”(specialization,refinement,differentiation,innovation)policy,analyzes the difficulties faced by SMEs under the new economic environment in Zhejiang province and summarizes the achievements of“SRDI”policy in Zhejiang province.The problems on the nurture and development of specialized and sophisticated enter-prises that produce new and unique products are considered and suggestions are put forward.
